The REACH Endowment Fund was established to build an organizational endowment for tenants of the Carousel Center.
In May of 1990, the State Department of MRDD selected Scioto County as a site to create a pilot project for an Early Childhood Center. The center would house many agencies that specifically served young children. Families could go to one place to receive medical, educational, and social services. These agencies, united under one roof, would share a basic philosophy of helping young children and their families. Some 11 years later, the idea of an Early Childhood Center became a reality. The Carousel Center located at 1112 Gallia Street in Portsmouth is home to the MRDD Early Childhood Services, Family Information Network Services, the headquarters of the Referral and Educational Association for Child Health (REACH), the Cardiac Clinic of the Bureau of Children with Medical Handicaps (BCMH), Mays’ Speech/Language Therapy & Consultation, CRADLE Pregnancy Area Center and the newly opened Community Action Organization of Scioto County’s Center for Dental Wellness.
